A new Sri Lanka passport is can only be issued by the Controller of Immigration and Emigration, Sri Lanka . Sri Lanka Missions abroad are authorised only to issue emergency travel documents and make certain endorsements on passports. Therefore applicants are advised to apply for new passports well in advance with all supporting documents.
Validity of a passport cannot be extended beyond 10 years from the date of its issue. If at anytime there is no further space for visas, or a passport is more than 10 years old, a fresh passport must be obtained.
New passports can also be issued for children who are already included in the parent's passports or for those who were born in Canada and have obtained the Sri Lanka Birth Certificate and Sri Lanka Citizenship certificate issued by the Citizenship Division in Colombo, after registering their birth at this High Commission.
Note: If the child was born outside Sri Lanka please follow the instructions in the section "Registration of birth outside Sri Lanka" in the High Commission website before applying for a new passport.
All incomplete applications will be returned and payment will not be refunded.
APPLICATION PROCEDURE
Current passport
Original Birth Certificate
If the applicant was born outside Sri Lanka, a copy of the citizenship Certificate should necessarily be attached, when applying for a passport for the first time.
If there is a change of name after marriage, a copy of the original marriage certificate should be attached.
Necessary document should be attached to confirm the applicant’s profession.
The declaration by the applicant and the attestation of the applicant should be made as instructed.
Photographs should be “direct face” (both ears must be visible). An authorized person should authenticate photographs as instructed and they should be affixed to the appropriate places in the application.
Signature of the applicant should be placed within the cage and should not touch the borders of the cage.
In case of a lost passport, the original Birth Certificate and a police report must be produced along with form “D”.
If it is an application for a separate passport for a child, both his/her parents should be give their consent in a letter along with the copies of their passports. (Photocopy of the data pages and children pages).
A person who was born outside Sri Lanka should renounce his/her citizenship of the country of birth at the age specified in the 3rd paragraph of his/her Citizenship Certificate, This letter of renunciation of citizenship should be sent along with his/her application form, if the applicant has reached this age.
It is punishable offence to furnish false information, to forward fraudulent or forged documents, to abstain from declaring particulars regarding the Travel Document presently held, and to attempt to obtain another Travel Document while being in possession of a valid Travel Document.
NEW PASSPORT IN LIEU OF EXISTING PASSPORT
When applying for a new passport if your exising passport is non N or M series , please complete form ‘K’ + IM -35 B & D-3 and return it to the High Commission of Sri Lanka.
For passports with N or M series please use this special form.

Birth Certificate
Three color photographs of high quality and clarity of size 4.5 X 3.5cm
A money order for C$ 280/- and C$12/- for the cost of registered post (or a prepaid envelope) drawn in favour of “High Commission of Sri Lanka”.
Applicant’s status in Canada (Copy of PR Card / Work Permit / Dual Citizenship Certificate / Study Permit / Letter from Canadian Immigration which indicates applicant’s present status in Canada)
If applicant wants to mention his/her profession in the new passport supporting documents should be provided
Please note that the issue of a new passport will take minimum 8-10 weeks, as this High Commission has to forward your application to the Controller of Immigration and Emigration in Sri Lanka for processing.
NEW PASSPORT IN LIEU OF A LOST PASSPORT
A Police report with English translation
Form ‘K’ & IM-35 B filled and signed
Form ‘D’ filled and signed
A copy of the previous passport
Original birth certificate and Sri Lanka National Identity Card
Three color photographs of high quality and clarity of size 4.5 X 3.5cm
Applicant’s status in Canada (Copy of PR Card / Work Permit / Dual Citizenship Certificate / Study Permit / Letter from Canadian Immigration which indicates applicant’s present status in Canada)
If the pervious Travel document is lost and applicant produces a copy or number of the lost passport C$ 380.00 or If the applicant does not produce a copy or number of the lost passport C$ 480.00. Money order should be drawn in favour of the “High Commission of Sri Lanka”.Postage C$ 12.00 or a prepaid envelope) .
NEW PASSPORT TO A CHILD WHOSE NAME IN ALREADY ENTERED IN A PARENT’S PASSPORT
Passports of both parents
Form ‘K’ & IM-35 B filled and signed
Birth Certificate issued by the approved Sri Lankan authority
Consent letter signed by both parents for the issue of a separate passport for the child.
Three color photographs of high quality and clarity of size 4.5 X 3.5cm
Money order for C$280/- and C$12/-(or a prepaid envelope) for registered post drawn in favour of “High Commission of Sri Lanka”
